16614 - [DOGFOOD] Odd dual line in HTML mail reply

When replying to an email, the editor area in the compose window is showing a
bizarre effect wereby the frame containing the insertion point seems to be
duplciated, so that typing shows up on two lines at the same time. i.e. you have
two cloned lines of text, which both update as you type.

It is possible to select text in the upper line. Attempting to select text in the
lower line results in the 'correct' selection showing up in the upper line.

Dumping the content shows there to be just a single content node with text in, so
it looks like something has gone wrong in frame generation.

This problem does not show up in editor.

Since I have applied the fix for bug 16550, I don't see anymore this bug.
