Steps to reproduce:
In options, make sure "Open Links in tabs instead of new windows" is unchecked, and Downloads is set to "Always ask you where to save files"
Click a link that downloads a file in a new window. For example: <a href="test.zip" target ="_blank">test</a>
Actual results:
New window flickered open and closed. File was not downloaded. No prompt window to ask where to save files appeared.
Verify that if you choose to open the link in a new tab instead of a new window, it works properly.
Expected results:
A prompt window for where to download the file should appear.

Hi,
I tried https://winrar.en.softonic.com/download?ex=NB-6.1 link, "download" button, both "Open links in tabs instead of new windows" checked and unchecked will show the prompt message.
I'm using Windows 10 pro, and couldn't reproduce firefox nightly 82.0a1 (2020-08-31) (64-Bit), beta 81.0b4 and release 80.0. (attaching video to demonstrate, let me know if I missed any step)
I will move this over to a component so developers can take a look over it. If is not the correct component please feel free to change it to an appropriate one.

I also can't reproduce with that Softonic link, but that's a rather complex example involving a whole bunch of hard-to-follow javascript. Please try with a plain, javascript-free link that opens in a new page. Like the one Alice0775 White added to this issue, or the one I gave as an example in the initial report.
