Now that the import tiles no longer have the disclaimer tooltip, the hover state highlight looks strange.

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (82.0a1 Build ID - 20200904094341) installed, on Windows 10 x64, Ubuntu 18.04 x64, and Mac 10.15. Now, I can confirm that "Top Sites" from the second slide of the "about:welcome" page are no longer highlighted when hovered.
