It was created to run manual wpt test automatically, however, pointerevent_setpointercapture_inactive_button_mouse.html is no longer a manual test after using web-driver. we could remove the mochitest one once we could pass the wpt one, right now we cannot pass wpt due to bug 1520785 comment 9.

After bug 1520785, we could pass the wpt one and could just remove this.
