Steps to reproduce:
After following https://firefox-source-docs.mozilla.org/setup/windows_build.html steps on installing the pre-requisites and Mozilla build.
"python3 bootstrap.py" this command failed when I would put in the choice "Firefox for Desktop Artifact Mode".

I suspect that after bug 1647792 this won't be an issue any more. This has been blocked on review for a very long time; I'll try to get it landed today.
You can either use the version of bootstrap.py
from that patch, or you can directly hg clone https://hg.mozilla.org/mozilla-unified
yourself and then run mach bootstrap
directly.
