Actual:
Hover state has a dark blue border around signin
Expected
No explicit border on mouse over. Navigation using keyboard should have a light blue border.
This issue is regression and not replicable in beta and release

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (82.0a1 Build ID - 20200916095656) installed, on Windows 10 x64, Ubuntu 18.04 x64, and Mac 10.15. Now, I can confirm that no borders are displayed if the "Sign In" button is hovered.
