Most geckoview tests (mochitest/reftest/wpt/etc) have traditionally run as tier 1, for both opt and debug. Today, most "Android 7.0 x86-64 opt" tests run as tier 2 on autoland.

I think this discrepancy is an unintentional consequence of the introduction of android shippable. The same tests run on mozilla-central under "Android 7.0 x86-64 Shippable opt" as tier 1.

Corresponding debug and shippable tests already run as tier 1, but the plain
opt tests (which run on autoland and try) currently run as tier 2, apparently by
accident.
