Steps to reproduce:
macOS Mojave
Go to a website and download a file. When the save file dialog box pops up, add some tags to the file. Click 'Save'.
Actual results:
The file downloads, but the tags that were just assigned are gone.
Expected results:
The file should appear in the target folder with the tags assigned to it.

Hi,
Thank you for taking the time to submit this bug report. I've tested for the issue on MacOS 10.14 with Firefox Nightly 82.0a1 (20200908095243), Beta 81.0b7 (20200906164749), and Release 80.0.1 (20200831163820), by trying to save a picture and a PDF from websites from Google searches and adding a tag with a color and a tag without a color before clicking "Save". I've observed that tags without a color are not visible in the designated downloads folder and only after selecting the specific tag from the "Tags" section or right clicking a file to see which tags they have, it is shown that this colorless tag is also assigned. Please note that this also happens when saving files from Chrome. Is this accurate to what you are experiencing? If not, can you send a screenshot of the issue and the specific steps to follow, so I can try testing again?
In Chrome I can type in a tag or select it from an existing tags list, whether or not it has a color, and the tags are preserved when I download a file.
I tried your suggestion of selecting tags from the "Tags" section after downloading a file and it did not appear there. I checked the file information by right-clicking on it and the tags I assigned when saving had been removed or not added in the first place. Attached are screenshots of each step in the sequence as a PDF.

Thank you for the quick reply, the information was really helpful.
In order to reproduce the issue, the "Always ask you where to save files" needs to be enabled from about:preferences, "General" - "Files and Applications" - "Downloads" section, in order for the second window to appear where the tags can be selected, as shown in the provided attached file.
I've managed to reproduce the problem on MacOS 10.14 with Firefox Nightly 82.0a1 (20200909093957), Beta 81.0b8 (20200908191057), and Release 80.0.1 (20200831163820), but it was intermittently reproduced on all versions using the following websites to download PDFs:
- https://psyarxiv.com/k4wde (from attached file)
- www.africau.edu/images/default/sample.pdf
- https://smallpdf.com/shared#pt=02fdd17c-5a41-4a2c-a381-e094422dca8d
- https://cyberleninka.org/article/n/3.
I've assigned a component so our developers can take a look. If you think the selected component is not suitable, please feel free to change it.

I think this is not a networking problem.
I guess this might be more related to how we save files on mac os.

I noticed this bug first occured on macOS Catalina (10.15). I don't have this bug on Mojave.
