Steps to reproduce:
Do a fresh install, with no data
Try to create a new classification, product, and component.
Expected result
It should just work
Related / Fix
Part of what scripts/generate_bmo_data.pl does apparently fixes this problem. It should be possible to just do whatever that is in checksetup.pl
