1663940 - Paper size settings ignored except for Save to PDF destination

With today's Nightly, the Paper Size selection in the new print UI doesn't seem to work for me on Windows, except when the Save to PDF destination is chosen. When I switch to a different driver, changing paper size has no effect.

I noticed this as well while looking at printer switching, pretty sure I know what is going on here.

This updates the settings with the correct paper ID as well.
It also removes the printable size fields from the Windows settings now that
unwriteable margins are being used consistently.

Hello,

I was able to reproduce this issue with the described STR on Windows 10x64 and Windows7x64 using 82.0a1 (2020-09-11) and 81.0b9.

I was unable to reproduce this issue on macOS or Ubuntu.

I have also searched for a regression for this issue and I could not find one. The issue occurs with the same repro steps ever since 2020-09-02 Nightly so this is not a regression.

Confirming this issue as verified fixed on Windows 10x64. Verified using 82.0a1 (2020-09-13).

CC'ing myself so I can verify this in beta when it lands.
