currently we have optimized our load on autoland to run all perf tests every 20th push and web-platform-tests and reftests as needed with ML scheduling.
there are some patterns in the network side of things that indicate problems when we have higher load- We would like to increase load (about 2x) to increase queue sizes and see if we can find a correlation between load and network anomalies.

thanks for the backout; this wasn't working as intended, I have increased load with manual task retriggers and try pushes. verified large queue on earthangel graphs.
