[Sugested Severity:]

S4

[Description:]

QA doublechecked that all legacy defaults (https://searchfox.org/mozilla-central/source/browser/components/newtab/lib/DefaultSites.jsm) are present in the new RS top-sites collection configuration. Ebay.de default topsite is missing from the RS collection.

[Environment:]

Windows 10, Mac 10.15
81.0b9

[Steps:]
  1. Download and install Firefox.
  2. Create an user.js and set: browser.topsites.useRemoteSetting = false and browser.search.region to "DE".
  3. Start the browser with the predefined profile.
  4. Observe the legacy topsites.
  5. Close browser and set browser.topsites.useRemoteSetting = true and restart.
  6. Observe the remote settings topsites.
[Actual Result:]
  1. ebay.de in topsites
  2. ebay.de missing in topsites
[Expected Result:]

4+5. ebay.de present in topsites for de region.

I added ebay.de to the remote config, pending approval.

Verified the ebay.de topsite is present in main top-sites config on Production.
Double checked on Windows 10 with Nightly 82.0a1 2020-09-15 that with user_pref("browser.topsites.useRemoteSetting", true); ebay.de gets delivered.
