danm has a preliminary patch that implements the first part of site-by-site
blocking: it adds a checkbox to the chrome of the popup window allowing the user
to disable further popups from that site.

d'oh! So now there are two of these bugs. Thanks for filing this, Seth. But
though I'd rather work on a bug that I didn't personally file, I prefer the
introduction on my version. Closing this one as a duplicate. Maybe at least the
presence of a duplicate will add the necessary air of authority to that other bug.
