This is a follow-up bug of bug 1644193.
In bug 1644193, we implemented a server-side stylesheet watcher.
But, to enable this watcher, we have still things to do.
Currently, the styles actor is implemented using StyleSheet actor.
So we need to connect the styles actor and the stylesheet watcher.
