If users are going to be submitting commits to Phabricator, automatically install moz-phab and configure it with a Phabricator certificate

The supported way of submitting Firefox patches is via moz-phab, so
install it automatically in bootstrap rather than redirecting to docs.

configwizard is called from the Firefox repository when mach bootstrap
is run.
Since moz-phab
will be installed automatically in bootstrap, recommending the
manual install is no longer necessary.
