1665522 - Test path filtering showing all jobs on backout pushes

When using test path filtering in TH I noticed that on pushes that are backouts the jobs displayed are actually all available jobs from that push, for eg:

Looks like that filter doesn't apply on that kind of pushes.
Steps to repro:

1. pick a range on autoland that contains also a backout and make sure you have all the jobs visible
2. add a test path filter, for eg: browser/components/newtab/test/browser/
3. notice that on the backout push all jobs are shown (builds, decision task, etc)

Yes, this no longer reproduces. Only filtered tests and shown on backouts. Closing.
