Reproducible: always if page is scrolled

Steps to reproduce:

  1. Open Bug e.g. https://bugzilla.mozilla.org/show_bug.cgi?id=1665838
  2. Click an attachment link
    --- you can see the attached image in full height
  3. Close the overlaid image viewer
  4. Scroll page so that attached is just below the header
  5. Click an attachment link again
    --- the attached image is truncated now

Actual results:
the overlaid image viewer is truncated if page is scrolled

Expected results:
the overlaid image viewer should be full in height regardless of page scroll position
