As a followup to bug 1657476, we need to update the tooltip text for the badges and URL they point to. The new text is:

Recommended: Firefox only recommends add-ons that meet our standards for security and performance.
Verified: This add-on has been reviewed to meet our standards for security and performance.
By Firefox: This is an official add-on built by the creators of Mozilla Firefox.

The target URL for all of these badges should be:

https://support.mozilla.org/kb/add-on-badges?utm_source=firefox-browser&utm_medium=firefox-browser&utm_content=promoted-addon-badge

Priority: -- → P2

I moved the URL change to bug 1666503 so it is easier to uplift. It's fine for this one to ride the 83 train.
