Clear cookies and site data opens multiple times

Reproduction
I opened the site information panel (from the "(i)" icon that shows) and selected "Clear Cookies and Site Data".
Nothing happened so I clicked it again. Twice more.
What I expected
Some feedback for the click.
The dialog.
What I got
After some delay, the dialog. Which I dismissed to see another copy. And another. Multiple copies render over the top of each other.
Analysis
It looks like this dialog is doing a lot of work. For Bugzilla, the dialog takes 3 to 4 seconds to display. It doesn't show until that work is complete. There is no feedback during that duration, and the site information panel remains active during that time.
If it were possible to show the dialog, without content, prior to performing the lengthy task, that would provide the necessary feedback and would limit the chances that multiple copies are manually opened. Disabling the site information panel before trying to open the dialog would be a simple alternative.
