The /changeset endpoint returns both the list of collections and the timestamp in the body.
If we fetch the list of monitored changes from that endpoint, it would allow us to enable Gzip compression since the ETag header wouldn't be read anymore https://bugzilla.mozilla.org/show_bug.cgi?id=1339114
