This is needed for the HTTP3 performance telemetry.
HttpTransaction should set this value when a nsHttpTransacion::mConnecion is set.
In nsHttpChannel we need this info only if a request was successful, therefore it is enough to set it in OnStartRequest. Here we will get this info from HttpTransaction.
