BMO can now act as an OAuth2 provider for other services as needed so the auth delegation code can be removed. AFAICT auth delegation was only used by Reviewboard and Phabricator in the past. Reviewboard is gone and Phabricator has been updated to use the OAuth2 support in BMO. So this should be safe to remove.
