Steps: 1) right click on the personal toolbar 2) choose "New Folder" Expect: - to be asked for a folder name and then create a folder Actual: - nothing happens. context menu disappears. have to create folder in personal toolbar folder by opening bookmarks manager. Turns out several of the commands here are not working. I smell some sort of focus/command updating flaw. Limits utility of personal toolbar, Estimate: 2d.

Creating New Folder WFM: 2002092104 on WinXP
Works for me: 2002102208 on Win2k. And I don't think it is a dup: the other bug is about menu entries that make no sense in the area *without* links in the toolbar.
WFM, current trunk CVS, Linux.
Resolving per comments 3, 4 and 5 and testing myself again.
