Steps to reproduce:
78.3
upon install, do not set email.
Later, try from account central. Whereas calendars can be set up, the email button does nothing
trying tools->accounts: also cannot setup email account, nothing happens upon pressing: new email account

Works for me both ways using 78.3.1 with a test profile on Ubuntu 18.04 LTS.
It would be Menu button > New for me on Linux, or File > New > Existing Mail Account from the Menu bar.
Will try on Windows later.

You tested in safe mode?
Anything in tools > developer > error console?
