Can you attach a screenshot of what that dialog looked like before?
I reported an issue that might be the same as this one: https://bugzilla.mozilla.org/show_bug.cgi?id=1667757
This seems to be a regression of Firefox 81. With this version no Windows CA store certificates are shown.
After having downgraded to version 80.0.1 I am able to see the certificates again.
Check the screenshot to see how it is shown in V 80.0.1
screenshot of Firefox 80 with certificates.

Thanks! What is the value of the preference security.osclientcerts.autoload
in about:config
?
The Value of security.osclientcerts.autoload = false in firefox 81.
I changed it to true and I could see the certificates now.
