The src is pointing to resource://activity-stream/data/content/assets/cfr_fb_container.png while the correct one appears to be chrome://activity-stream/content/data/content/assets/cfr_fb_container.png:

If I had to guess I'd say this is a regression from bug 1654258.

I have verified that this issue is no longer reproducible with the latest Firefox Release (81.0 Build ID - 20200917005511), latest Firefox Beta (82.0b4 Build ID - 20200926073307), and the latest Firefox Nightly (83.0a1 Build ID - 20200928212824) installed, on Windows 10 x64, Ubuntu 18.04 x64, and Mac 10.15. Now, I can confirm that the icons are present in all the CFR doorhangers.
