Details
When the browser has a webpage loaded that auto-refreshes that browser instance
always takes the window focus even if the user is working in a different window.
This applies even if the browser instance is minimised.
Some webpages are designed to run as background information pages so you just
have a toolbar button that displays the information required. Those should not
take the focus.
A trivial example is sports scorecards such as on
http://www.sportinglife.com/cricket/news/

Worksforme on Win2k/recent trunk. Paul, if this still happens for you using a
recent build, please provide more information, such as: are you browsing in
tabs, or in multiple windows... also, please provide a detailed listing of steps
to reproduce this bug.
