1668218 - Enable new Performance panel by default on Nightly

As soon as the new Performance panel is ready we should enable it by default and make the old Performance panel disabled by default.

We could keep the old panel around for one cycle, let users to understand the change, collect some feedback and consequently remove it from the code base (as part of another bug).

Nicolas, any reason we shouldn't enable it by default everywhere? I don't see any blocker left in the relevant bugs but I might have missed some.

There's Bug 1693316 for enabling it everywhere, which have a couple of blocker (one currently being worked on by Julien). I don't have all the details here, Julien will probably know better

Yeah, we're missing some final bits that I'm actively working on, most notably supporting private browsing. Nearly there!
