TBird doesn't fully shut down

Steps to reproduce:
Close TBird in Windows 10 on my laptop.
Still gets alerts of new incoming e-mail messages.
E-mails are continually received from POP3 server.
Actual results:
Appears that TBird is still open/running in background even though I have closed the APP.
When I re-open TBird it has already downloaded the e-mail from the POP3 server.
Looking at Task Manager it appears that it is still running as a background process.
Expected results:
When closing the TBird APP should it not totally close or shut down?

Do you have minimize to tray enabled?
Are you certain you are quitting Thunderbird?

No I do not have minimize to tray enabled.
I'm very careful about making sure the APP (TBird) is 'closed' or 'shut down'. Utilize the the X in the upper right corner or most often take the time to select File / Exit.
It caught me off guard today as I kept hearing the incoming e-mail audio alert and I looked to see if I had left TBird open and it was not.
I clicked on the icon in the tray and the APP opened as normal and there was a number of new messages already in the inbox.
I figured I would then at least put up this ticket.

Yes that is the correct bug. So if that theory is correct uplifting bug 1650925 fixed it (it had odd symptoms).
Please retest with 78.3.2 or later.

Using 83.0b1 (32-bit).
TB not fully closing has not happened since I first reported it and it had occurred about 4-5 times in first few days.
Been stable (for me anyway) since then.
