All the sites with hebrew titles don't appear in "Imported IE Favorites"

Steps to Reproduce:
1.Add to IE favorited 5.5 http://www.haaretz.co.il => it will be saved as : 
הארץ - מהדורת אינטרנט

3. install mozilla 1.1

Actual Results:

Expected Results:  
import the sites with thier titles or at least replace them with the URL
I was going to dupe this to bug 127476, but that is RESOLVED FIXED. Is this a
regression?
This does'nt sound like a CCK bug. Changing component and owner.
