See bug 15313: sometimes we get a content tree which has no body node, but has
text nodes.  It might be nice to check for the no-body case and output the text
nodes even when outside the body.

We should always get the body tag now, and 15313 is marked fixed so that should
no longer be an issue; this bug should be a nonissue.

verified in 1/19 build.
Bulk move of all "Output" component bugs to new "DOM to Test Conversion" 
component.  Output will be deleted as a component.
