1668543 - Remove unupdated perf data

Perfherder needs to expire perf data that hasn't been updated for the last 4 months.

We constantly migrate perf tests or simply disable some of them on various platforms/repositories etc.

Their data remains collected on Perfherder, yet it's of little use to the perf sheriffs.

The idea here is that if a perf signature hasn't collected any more performance datum in the last 4 months,

then all its performance datum rows should be deleted + itself as well.

Every signature has a last_updated rows that tells when it last collected a datum, making the implementation pretty straightforward.
