1668869 - Addon release notes visible in en-US locale but not-en-GB

Steps to reproduce:

I updated by TB addon (see below) to v2.0.0. I entered some Release notes.
My TB locale is en-GB. I don't know whether I was using the en-GB or the en-US version of the Developer Hub webpage but I see that the release notes I entered are localised for en-US.

In the Release Notes tab of the TB addons manager, immediately after update, I got
"Sorry, but there was an error loading the release notes."
and on reloading TB the Release Notes tab is blank.

I can see the release notes here:
https://addons.thunderbird.net/en-US/thunderbird/addon/limit-non-bcc-recipients/versions/
but not here:
https://addons.thunderbird.net/en-GB/thunderbird/addon/limit-non-bcc-recipients/versions/

I downloaded the en-US language pack and changed TB to en-US. The release notes now show in the addons manager.

I would expect the English release notes to be visible in all en-** locales.

This affects Firefox too. e.g. The release notes are visible here:
https://addons.mozilla.org/en-US/firefox/addon/mudcat-browser-tools/
but not here
https://addons.mozilla.org/en-GB/firefox/addon/mudcat-browser-tools/

I was in the en_GB locale (in the URL) when I updated the addon.

I just updated my addon to v2.1.1.

I did that in the en-GB locale which is my default.
The last thing I did was enter the Release Notes.
The addon has now updated in my TB and it does not show the release notes in the addons manager.
It doesn't show them in ATN either if you use the URL above, but does if you change en-GB to anything else.
When I look in ATN, Manage my submissions, Status & Versions I see the release notes I entered in the default en-locale, en-US.
BUT there is second locale - en-GB - which is blank. This presumably got created because I was 'in' en-GB when I updated the addon.
I could delete it - but I left it so you can see it.
The release notes presumably show up everywhere - except GB!

Yeah, this is a website bug and those issues seem to cover it. MOVED is the resolution for moving things off Bugzilla.
