Expected: When dragging the non-native themed scrollbar (widget.disable-native-theme-for-content) it should keep its pressed/focused state.
Actual: When dragging the scrollbar it is styled as if you weren't interacting with it.

This is different than most of the form controls, but matches windows,
gtk, and common sense.
