It would be very helpful for third-party programs to have a command line option
for starting downloads using the Mozilla Download Manager.

Mozilla has the ability to be told to open a certain URL, if the OS is configured.

Yes, Mozilla can be told to open a URL. But it can't be told to save a given URL
without interfering the User with a dialog whether to open or to save the file.
For HTML files (and others) this doesn't work at all.
