The problem is reproducible since Firefox81. This is not affected Firefox80.

Steps To reproduce:

  1. Open new private window
  2. Visit https://pbs.twimg.com/media/Ejfu2PwVcAIkhZz?format=jpg&name=large
  3. Right click the image and choose "Same Image As" and save

Actual Results:
Downloading fails
Browser console shows an error:

NS_ERROR_FAILURE: Component returned failure code: 0x80004005 (NS_ERROR_FAILURE) [nsIUrlClassifierBlockedChannel.topLevelUrl] trackingProtection.js:41
