On top : full message when message pane is large enough, at bottom, truncated message because the pane is not large enough

Steps to reproduce:
On a fresh install on Debian 10 with TB78.3.1
Select Personalize/Layout/vertical view
Try to reduce size of message pane.
Actual results:
The message is truncated. No horizontal scrollbars appears.
Expected results:
The message would have been reflowed to fit the actual width.
It seems that thunderbird can't rearrange message toolbar buttons on two line. So If the message pane is too narrow, the pane is truncated.
I try to set option "icon without text" for toolbar. But it does not affect the message pane toolbar.
A possible workaround is to use the addon "Message Header Toolbar Customize" and to choose icon without text for button to get a narrower toolbar.
