Steps To Reproduce:

  1. Put a lot of bookmarks so that bookmarks menupopup will overflow
  2. Open the menupopup
  3. Attempt to drag scroll arrow icon

Actual results:
scroll arrow icon is dragable. drag image is shown

Expected results:
should not dragable
