This will allow us to enable "Open in Non-Fission Window" menu option on by default whenever Fission is enabled.

Enable this pref in Nightly only.

We currently hide the "Open Non-Fission Window" menu item in Nightly by default, even when Fission is enabled.

We should show this menu item when Fission is enabled AND the user is not in the Fission Nightly experiment.

kmag thinks we probably don't need the fission.openNonFissionWindowOption pref if we change the menu item code to check FissionExperimentStatus.

This will also allow users enrolled in the experiment to toggle pref
fission.openNonFissionWindowOption and have access to the said menu option. No
testing is needed because this is a temporary Nightly feature that was tested
manually.

WONTFIX. kmag doesn't think we should show this pref. It enables SHIP in non-Fission window, which is broken.
