Steps to reproduce

1. Open Firefox with a new profile and a new tab.
2. Hover over a random item Top Sites section multiple times.
3. Observe the three-dot ellipsis.

Expected result

• The three-dot ellipsis is displayed as expected.

Actual result

• The three-dot ellipsis is blurry for a split second when shown. See here how it first shows.

Notes

• Attached a screen recording.
• From what I saw the issue is intermittent sometimes and is not reproducible every time while hovering over a random item. It needs some hovers in order to trigger.
• If opening a Nightly with a new profile the issue is reproducible from the first time for me at least while having browser.search.region: RO and hovering over the Top Sites items.
• The issue can be reproduced on every Highlights cards, Recommended by pocket cards and Top Sites.
