No messing with other people's bugs. Unless you are the bug assignee, or have some say over the use of their time, never change the Priority or Target Milestone fields. If in doubt, do not change the fields of bugs you do not own — add a comment instead, suggesting the change.
Given this policy, the fact that new users, lacking EDITBUGS privileges, can change the priority, severity and type of a bug represents a footgun for well-intentioned users and an avenue for disruption for frustrated ones. These fields are specifically intended for the triage process and giving editing privileges to them when we don't even allow new users to edit their own comments seems like an oversight. Changing this default would likely have a positive effect on the efficiency of triage and avoid unnecessary conflicts between reporters and people responsible for triage.
Note: this bug was initially created as a clone of Bug #799750, which was against the Bugzilla component generally. I'm filing this against the BMO instance specifically.

It looks like in some instances new users are still able to set these fields, see for example bug 1771895. Maybe they are able to when cloning bugs?
