In bug 164126, we are adding additional include paths as an interim solution.
See the "patch for PSM" in bug 164126.

After the switch to NSS 3.6, we should remove the obsolete include paths.

In addition, I realize that PSM might have additional unnecessary include paths.
All the modules PKI, SSL and BOOT are including nss, while only SSL is actually
accessing NSS. We should remove the include path from PKI and BOOT completely.
