Assess change to Windows mouse wheel scroll animation

Research suggests that users migrating from Chrome and other browsers that feature a Chrome-like scroll experience may become frustrated when adapting to the Firefox scroll experience. This experiment will assess the impact when new users receive a more Chrome-like scroll experience.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.
