1672071 - video corruption/partial green screen on hw decoding of video with too high bitrate

Steps to reproduce:

play a 4k blueray(remux) on jellyfin

Actual results:

parts of the movie where the received bitrate was low enough (pixar white intro screen, still scenes in movie) it played fine.

When there is too much stuff happening on screen I get a green screen with the top left corner being random colors. The amount of the image "corrupted" changes roughly every second but is approximately always the same size. Example is the attached file.

Expected results:

Being able to play the movie normally.

Tested that file in vlc and tested to input the jellyfin stream into vlc, this file (or the transcode from jellyfin) is not the problem.

I also tested to disable (media.wmf.dxva.enabled & media.wmf.dxva.d3d11.enabled), it also worked in that case.

potentially relevant notes:
-Same problem happens on chrome 86 with hw acceleration enabled, problem does not occur with hw accel disabled

-Edge (chromium) 86.0.622.48 does not have this problem either with hw accel enabled or disabled.

-I am running a gtx 1080ti
