Home page has no options, everything is blank in perference. I can't set any search engine The default search engine is empty and i can't add any search engines

Steps to reproduce:
I updated from 81.0.2 to 82
Actual results:
Home page is blank. Can't change it in settings as there no options listed there.
All my search engines were gone and to select the default one the drop box has no options.
Expected results:
my home page should have contained my top sites. My search engine should be set to duckduckgo as default
