16722 - Disable "File Here" for servers in Move/Copy/File menus

Using 19991013 build on win98, mac ppc and linux, for the Move/Copy/File
drop-down list of folders the listing "File Here" should not be pointing to the
server.

1. Launch Messenger
2. Select an Account
3. Select a Folder, then select a message within that folder.
4. Select menu item Message|Move Message| and move the mouse over an account to
display the list of folders.

Result: The first entry in the list is File Here with a left arrow pointing to
the server.  You can't file a message to the server.
Expected: The first selectable entry to be the Inbox for the selected server
The "File Here" needs to be disabled or the text removed with just an empty box
or the Inbox to move up to the top position.  Note: If you move the Inbox up,
that would make the top level drop down list look different from a sub folder
drop down list where the "File Here" is still needed.

ideally, the File Here menu would be gone entirely at the top level. For
beta/dogfood, we should just disable it because it's MUCH harder to remove it
than disable it.
Adding hangas to the CC so that I can get some dependancy information - paul, is
the command dispatching stuff working?  If not, is there a bug (so I can mark
this a dependancy?)

Using build 2000011211 on win98, 2000011211 on linux and 2000011208 on mac this
is fixed per comment by alecf.  "File Here" does not appear at the top level.
Verifying this one, but will log a new bug for Mac not listing Inbox first in
the pull-right list (Mac lists all folders alphabetically, win and linux lists
the folders alphabetically after the Inbox).  Verified.
