Is this something we should consider uplifting to Beta for 83 or can this ride 84 to release?

It would be nice to uplift, without this fix the progress bar flickers. I'll request it.

Actually, the flicker was partially caused by Bug 1650118 (which has since then backed out and fixed), so now the issue is much smaller (only happens on process switch, e.g. when opening about:config) and I think we can just let it ride the trains.
