Stop reporting this data to perfherder.

We shouldn't switch to that metric. It only tells us how much of the recording was used. Ideally, 
we should add a new field to perfherder data to indicate that this is a test harness (support) metric like fetch-content.
 Otherwise, I think Dave Hunt had a good idea about this which is to prevent displaying data which has shouldAlert set to False. 
However, I'm wondering if this method may also cause issues if we want to monitor the metric in perfherder graphs but not alert on it.

After discussion on chat we decided to remove the metrics code as the are not used.

Task:
Remove all the code related to these metrics.
