Scope of this bug is to enhance SpecialMessageActions API to support SET_DEFAULT_BROWSER action that lets user set Firefox as default browser.

Let's target uplifting this patch to release as soon as possible. This is to support a key product strategy.

[Tracking Requested - why for this release]: This feature is important to experiment with Default Browser choice during Onboarding with about:welcome in 84. It is a new FxMS action, so will not change any existing functionality and will only be used by an experiment in release 84 so we would consider this very low risk of introducing breakage.
