Please change from willkg to me (jwhitlock) as the triage owner for the Location product.

In a recent reorg, willkg has moved to a different team, and I'm now the lead developer, and part of coop's Services Engineering / Taskcluster team. To better align with SE's processes, I'm moving to GitHub as the main issue location, but I'ld like to retain the Location product for confidential and security bugs, as well as API key requests for Mozilla products,
